Having easy access to public transportation, good schools, entertainment, retail, dining and recreational centres are key factors to consider. Having additional public transit choices available, whether in the CBD or the suburbs, means that the property could <a href="https://www.smartcitiesdive.com/news/property-values-thrive-near-transit-study-finds/564982/" target="_blank">become more valuable over time</a>&nbsp;as it becomes easier to commute to.

Being near good schools gives parents that have school-age kids the opportunity to settle or rent out the property to a family. As a result, homes located in good school zones experience a higher growth compared to lower-ranked school zones.

Research from the Real Estate Institute of Victoria states how properties located within popular primary and secondary schools are able to secure sale prices above <a href="https://reiv.com.au/policy-resources/latest-news/top-performing-public-schools-leading-price-growth" target="_blank">$400k more</a> than properties outside those school zones.&nbsp;

The Vegetation Protection Overlay (VPO), the Environmental Significance Overlay (ESO), the Significant Landscape Overlay (SLO), and the Heritage Overlay (HO) are four overlays that can be used to protect and manage vegetation in urban areas as part of Victoria Planning Provisions (VPP).

They will have limited relevance in urban areas with small lot sizes because they aim to avoid broad-scale clearance of vegetation.&nbsp;

Restrictions such as the Vegetation Protection Overlay (covered in some parts of Monash and Mornington Peninsula Planning Scheme) exist in order to protect current vegetation, encourage the regeneration of native plants and trees, and maintain and improve habitat for native wildlife.

It can be used on individual trees, groups of trees, or large expanses of vegetation. This will cause limitations to any property in a protected area that you may want to renovate.&nbsp;

When you have found your potential property, it is good to start looking for their comparable sales (also known in the industry as &ldquo;comps&rdquo;).

Comps are recently sold properties that have similar characteristics to the one you&rsquo;ve been looking to purchase or invest in.

Home to Australia’s best performing economy: 3 brand-new apartments in Tasmania

Having worked in the industry continuously for many years, I have seen property trends come and go and come again, and I believe right now is a particularly interesting time. For the first time in many years, decades even, First Home Buyers have more opportunity than ever to get themselves onto the property ladder.

It’s been well documented that Millennials in particular have found buying their first home a lot more difficult than previous generations, so the government grants and stamp duty exemptions on offer right now are particularly welcome – however many people are not actually aware of what is available to them, or that they might be closer than they think to owning their own place.

Although it seems that word of all the assistance available is reaching a few savvy purchasers, our main source of enquiry are first home buyers at our newest project in Brunswick, <a href="https://www.urban.com.au/buildings/brunswick-yard-8-ballarat-street-brunswick">Brunswick Yard</a>. The combination of historically low-interest rates of c. 1% (cash rate) and government grants have really boosted appetite for entry-level property product. For first home buyers in particular, it's not servicing the loan that is the biggest problem, it's saving the deposit in the first place. Conversely, some people have come through the Melbourne Covid lockdown with more money in their savings accounts than previously, especially when you add in early superannuation withdrawal.

We are seeing that young people are viewing this time as a unique time to step onto the first rung of the property ladder and really capitalising on the government grants and financial assistance. There is a lot of movement in the market. The Residential <a href="/news/everything-you-need-to-know-about-australias-25-000-homebuilder-grant-how-much-off-the-plan-homebuyers-could-save">Homebuilders Grant</a> has been extended to the end of March 2021, albeit at a reduced rate of $15,000. The grant is available to individuals with annual income below $125k a year, or couples with a combined income of up to $200k based on 2018-19 tax returns.

<a href="https://www.urban.com.au/guides/how-to-navigate-australias-first-home-buyer-grants" target="_blank">First Home Buyers’ Grant</a> is a Victorian state grant for property purchases up to $750k. The grant is for $10k for inner-city and $20k for regional locations. And most excitingly, First Home Buyers purchasing their first place up to $750K receive stamp duty 
concessions. If your home has a dutiable value of $600,000 or less, you receive the first home buyer duty exemption (no stamp duty payable). However, if your home has a dutiable value of $600,001 up to $750,000, then you receive the first home buyer duty concession of 50% reduction of stamp duty.

What I believe to be the most interesting thing about all of the above, is that these grants and concessions can be compounded! So, if you are eligible for them all, then you could be saving yourself many tens of thousands of dollars! If you are looking to buy in the Brunswick area, and in particular are looking at off-the-plan projects such as the one my team and I are working on at Brunswick Yard, I would also impart advice on what to look out for to ensure you are putting yourself in a good financial position for the future.

We only work on projects that we believe are positive contributions to the area and our city. I believe that Brunswick Yard is a good example of how medium-density living can add to (not deflect from) inner-urban living and the built realm, as there is an important equation of location + design - price to consider. This is something especially true if the project is considerate to its community and the people residing and working in the area.

Firstly, location is everything. Location informs the character and identity of a building. In real estate, a corner site is always preferable because of the views and aspects it provides. A corner site also anchors the look and feel of the block.

Next, do your research on the architect and the developer. If they are well regarded and have a strong track record, then you can rest assured you are in safe hands and your project won’t fall behind schedule. Looking at our Brunswick Yard project from a design perspective, the architect, Chris McCue of Carr respects the urban landscape but is looking to add more nature for residences of Brunswick through biophilic design references through the building. Brunswick Yard is wrapped in a growing green vine which provides fresh air reticulation and privacy. There’s also a central courtyard that will bring light into the residences and provide a space for residents to have BBQs and makes it much more likely for meaningful interactions to take place which over time leads to a sense of community. The <a href="https://www.urban.com.au/news/apartments-now-90-sold-biophilic-design-a-key-contributor-to-melbourne-quarters-sales-success">biophilia</a> hypothesis is the idea that humans have a need to connect to nature due to our evolutionary dependence on nature for survival and personal fulfilment. 

Finally, one more hot tip would be on parking as it’s a contentious topic for purchasers. This too is well considered with Brunswick Yard with generous residential parking of 144 car spaces and 175 bike parks will alleviate traffic congestion in the community. Non-stacker parking is always attractive to residents!

First Home Ownership and Brunswick Yard

Good news has been announced for property seekers in Australia after a lengthy period of solely online research comes to a close. In-person property viewings will now be permitted as an amendment to Melbourne's <a href="https://www.urban.com.au/news/melbournes-level-4-covid-19-lockdown-what-you-need-to-know-0">lockdown restrictions</a>, giving buyers the freedom to partake in private one-on-one inspections. 

The new rules are effective today, however, there are still a few guidelines people must adhere to:

Time limits

Inspections will be limited to just 15 minutes.

Display viewings

Only one sales agent may be present at the viewing.

Group viewings

Those within the same bubble can view properties together, including housemates, or partner and children.

Travel distance

Exceptions will be made to the 5-kilometre radius rule, with property seekers able to travel to attend a viewing. However, you can only leave your home for a maximum of two hours and no travel to regional Victoria will be permitted. 

Last week Westpac economists also shared some <a href="https://www.urban.com.au/news/westpac-economists-project-significant-home-value-increase-from-late-2021">positive commentary</a> acknowledging that it would be likely that we could see a significant upturn in property values by December 2021, despite the impact COVID-19 has had on the economy.

Melbourne's new COVID-19 rules mean you can start viewing properties in person again

Recent house valuation <a href="https://www.propertyobserver.com.au/forward-planning/investment-strategy/property-news-and-insights/117349-westpac-s-full-circle-forecasting-15-per-cent-house-gains-post-covid?utm_source=Property+Observer+List&amp;utm_campaign=08a563a817-EMAIL_CAMPAIGN_2017_09_28_COPY_02&amp;utm_medium=email&amp;utm_term=0_a523fbfccb-08a563a817-245657905">forecasts prepared by Westpac economists</a> found that despite minor drops in Australian home prices due to COVID-19, homes were set for a positive rebound by December next year. 

The forecast projected a staggering 15% increase over two years across several Australian states.

"Apart from Victoria, where we expect prices to fall in the December quarter, we expect that in the December and March quarters in the other states, prices will be relatively stable with some upside pressure."

The economists have also provided positive projections for Q2 of 2021, with the anticipated 10% drop in house prices being revised to 5% due to the economic resilience proven thus far.

The news is likely to reinstate greater confidence in the market post-pandemic. With such low-interest rates and several off-the-plan projects still commencing construction, we could see an uptake in apartment sales in the coming months. 

We asked INPG Sales Director, Andrew Steele, what this meant for off-the-plan property buyers. Andrew commented that finding a property nearing completion by December next year could be a wise option.

7 popular properties in Adelaide under $750k that are selling now

When buying a property – be it a detached dwelling or an <a href="https://www.urban.com.au/developments">off-the-plan</a> apartment, it’s essential to make sure you have your legal documents drawn up correctly. Which is why getting legal advice early in the process is so important. 

Here’s what a sound off-the-plan contract should include: 

<h2>A reasonable cooling-off period</h2>

The cooling-off period affords the buyer time to change their mind. Once this period ends, the buyer is legally bound to buy the property. 

In NSW, new legal protections (which came into effect in December 2019) give buyers a 10-business day cooling-off period. This period is longer than the usual five business days for most properties. Buyers who change their mind will forfeit 0.25% of the purchase price. The cooling-off period can be waived or shortened, but only if the buyer’s lawyer or <a href="https://www.urban.com.au/guides/a-new-step-by-step-home-buyer-checklist-for-2020-post-covid-19">conveyancer</a> provides a certificate to prove the buyer understands the consequences of varying the cooling-off period. This helps protect the buyer from exploitation. 

Make sure the cooling-off period in your contract is reasonable and in line with the legislation in your state. If the seller asks to shorten or waive it, give this a serious consideration first and talk to your lawyer or conveyancer about whether this is a good idea. 

<h2>The disclosure of key information by the developer</h2>

Your off-the-plan contract must include <a href="/news/everything-you-need-to-know-about-australias-25-000-homebuilder-grant-how-much-off-the-plan-homebuyers-could-save">key information about the project</a> such as proposed plans and specifications, a floor plan, a detailed list of fixtures and finishes, sunset clause dates, other conditional events, and draft by-laws.

Before signing the contract, ensure you have a thorough understanding of the plans and are satisfied with the level of disclosure. Make sure you have asked questions if you’re confused about anything listed in the plans. 

Remember that developers will almost always have a right to alter their plans, within reason, to complete the project. Make sure your conveyancer reviews the contract to make sure enough information has been disclosed and that only reasonable alterations are permitted. 

<h2>The ability to withdraw or be compensated if significant alterations take place</h2>

While the contract will require the property to be constructed in accordance with what is disclosed in the contract, developers usually have the right to alter things in certain circumstances. Those changes must be delivered at the same quality and must not materially prejudice the buyer. 

To mitigate the risk of the <a href="https://www.urban.com.au/news/why-is-design-important-is-bigger-better-a-developer-s-perspective">developer making alterations</a> which substantially change the quality of the project and disadvantage the buyer, the contract should be very clear on warranties and inclusions. It should also give the buyer the right to withdraw and have the deposit returned to them or claim compensation. 

In NSW, for contracts entered into from 1 December 2019, vendors must notify purchasers of changes outside of what was disclosed, and which will adversely affect the use or enjoyment of the lot being purchased. Make sure you seek legal advice on the rules in your state. 

<h2>Other things to consider:</h2>

Building/apartment defects 

Other parts of the contract that require <a href="https://www.urban.com.au/guides">close review</a> include how defects are treated. Ideally, it will be up to the developer to remedy defects prior to settlement. Your lawyer and conveyancer should review your contract to make sure you are protected. 

Deposits

You should also have a look at the rules in your state on who holds your <a href="https://www.urban.com.au/expert-insights/buying/build-your-deposits-to-grow-a-large-investment-portfolio">deposit</a>. In NSW, for example, deposits are held by the stakeholder (usually the real estate agent) and that money cannot be released to the developer before settlement. That protects the buyer in the event the developer becomes insolvent. 

Sunset clauses 

A <a href="https://www.urban.com.au/guides">sunset clause</a> provides a deadline whereby if the property has not been completed in time then the potential buyer’s deposit is refunded, and the contract is cancelled. The problem is that the clause has been exploited by developers who were delaying completion of projects in order to cancel contracts and re-sell properties at a higher price in a rising market. 

In NSW, new legislation has been introduced which requires that developers seek the buyers’ consent before ending contracts using the sunset clause. Alternatively, the developer will need to apply to the NSW Supreme Court to justify terminating the contracts. Seek advice from your lawyer or conveyancer on the sunset clause in your contract and the rules in your state. 

For both property investors and potential new homeowners, the <a href="https://www.urban.com.au/guides">concept of buying off-the-plan</a> is enticing due to its affordability and flexibility compared to buying an already existing property. However, it is important that you take all these considerations into account and seek legal/conveyancing advice before you sign the contract of your future home or investment property.

Kris Daff: We’re very proud of the overall design of our latest development, 15 Thompson Street, Kensington. We have always taken a resident-led approach to design and have surveyed over 1,500 potential future residents to establish what are their actual needs, not just relying on our views on what they should have! We then fed this information into our work with our collaborators including architecture practice, Hayball, and landscape architecture practice, Oculus, to design a neighbourhood that responds directly to our future residents' needs and desires.

I love the open breezeways and vertical gardens that connect each home, along with a ground floor pocket park and the large rooftop that encourages people to get together and meet their neighbours over the barbeque, woodfire pizza oven and communal (and pet!) play facilities. This opportunity for spaces which allow for casual interactions between residents is often what is missing in many apartment developments.

U: This time is pretty uncertain for the housing market in Australia – yet over the past few weeks, you've received daily applications from first home buyers, individuals and families – proving that people are in fact still buying property. What do you think is the secret to your success? 


KD: The process of buying a new property can be very stressful at the best of times, let alone during this unprecedented time, we are currently experiencing due to COVID-19. The flexibility, transparency and trust that is embedded in the Assemble Model has given people a great deal of comfort and confidence, especially for first home buyers, who want to own their own apartment but find the traditional purchasing options a real strain. The Assemble Model offers long-term rental stability for five years, with then the option to buy the apartment at an agreed price that is fixed in advance of us commencing construction. This gives our residents a total of seven years to save.

The model works to support those seeking to ultimately own their apartment in an Assemble project, with established minimum household incomes (MHI) to ensure each applicant is eligible (but not obligated) to purchase the property after they rent for the five-year period. Residents are offered free-of-charge opt-in financial coaching through construction and the lease to assist them in reaching their homeownership goal. At the of the lease period, they can choose to buy their apartment if it still suits their circumstances – many have called it the ultimate try before you buy scenario.

U: With housing security becoming a fear for many Australians in the wake of the COVID-19 pandemic, what kind of financial security does rent-with-the-option-to-buy offer property seekers?

KD: The ‘rent-with-the-option-to-buy’ development offer (the Assemble Model) negates the need for prohibitive up-front cash deposits by offering residents with a stable rental, ample time to enjoy their well-designed home, all while working towards a savings goal. We are promoting homeownership and creating an environment where they are encouraged to improve their financial wellbeing.

Once their five-year lease period is up, residents can then decide if it is the right financial and lifestyle choice before buying into the project. They have the flexibility to not exercise their option to purchase their apartment if it no longer suits them, without being financially penalised.

U: For people who are currently experiencing employment uncertainty but can still make rent payments, is there still a way for them to apply for rent-with-the-option-to-buy?

KD: Yes. Our model is aimed at supporting those with a low- to moderate-income households with a total household income from $60,000 can have the opportunity to gain a foothold on the property market – between 80-90% of Assemble Model apartments are classified as affordable for these households.

The two-year construction period and five-year rental period is designed to provide a seven-year home deposit savings timeframe – the average length of time it takes people to save for a home deposit. We also have an <a href="/expert-insights/buying/resetting-your-finances-during-covid-19-a-financial-coachs-guide">in-house financial coach, Sarah</a>, who assists residents in setting up a savings plan, so once their lease is near completion, they are in the best financial position to buy their apartment.

U: In a <a href="https://www.urban.com.au/expert-insights/buying/rent-with-an-option-to-buy-the-housing-model-helping-first-home-buyers-into-the-property-market">previous interview with Urban</a>, you said, "We strongly believe that everyone deserves the opportunity to access stable housing" which is so important. I'm sure there are many readers who are keen on the Assemble concept but don't live in Melbourne. Do you have plans to expand your model to other states across Australia? 

KD: Yes, we are a fast-growing business, with two <a href="https://www.urban.com.au/news/introducing-the-assemble-model-a-new-pathway-to-apartment-buying-and-ownership">Assemble Model projects</a> in Melbourne, including <a href="/buildings/38-albermarle-st-393-macaulay-road-kensington">393 Macaulay Road</a> and 15 Thompson Street in Kensington, and other sites soon to be announced.

We are also expanding in affordable Build to Rent projects and have a number of partnerships in place to develop more affordable apartments and community housing. We are actively looking at site opportunities interstate including Sydney and Brisbane – watch this space!

U: How do you think COVID-19 has impacted the future of housing in Australia? What changes do you foresee the industry making in response to the current situation? 


KD: This time has illustrated how important it is to create homes that foster connected communities.

COVID-19 has seen us retreat to our homes. It is important to have access to good natural light and ventilation, and ample space and flexibility. Having the ability to get outside and enjoy fresh air has also been vital so gardens and outdoor play spaces will be a non-negotiable for people seeking their next property move. Quality, well-designed housing should be accessible to all, and that is the driver of all Assemble developments.

U: And finally, what would your ideal neighbourhood look like and why?

KD: My ideal neighbourhood is one which provides housing designed for people, not investors and that is free of any anxiety around the residents’ housing future. As a result of that certainty, a neighbourhood that fosters a sense of inclusion and participation.

The adverse impact of the <a href="/expert-insights/buying/changes-the-real-estate-industry-will-experience-as-a-result-of-the-coronavirus">COVID-19 pandemic</a> on Australian industries has been a widely circulated narrative for the past two months with many speculating a ‘new normal’ is on the horizon. As we navigate through these uncertain times, the property industry, in particular, has demonstrated its ability to quickly adapt to changing circumstances and consumer behaviour.

It is a responsibility that falls on us, as property <a href="https://www.urban.com.au/developers/icd-property">developers</a>, to aid the industry in any way we can and despite an overall unfavourable impact, COVID-19 has perhaps been the catalyst to expedite changes that were forthcoming.

<h2>Adapting to new buyer behaviour</h2>

New regulations in regards to <a href="https://www.urban.com.au/guides/covid-19-is-it-possible-to-practise-social-distancing-at-home-absolutely">social distancing</a> have resulted in developers swiftly shifting their regular customer service and sales offering to private appointment only. As a result, this has led to fewer enquiries but the enquiries that have come in are much more qualified and serious.

This is due to the fact that by the time these individuals have stepped into our sales centres or display suites to meet with an agent, they have most likely already visited our website, read the brochure, and looked up the project in the news. By doing this, they have essentially pre-qualified themselves so by the time they reach their private appointment, they have a clear understanding of the project and a list of specific <a href="https://www.urban.com.au/guides">questions to ask</a>. 
  
With a large proportion of the population in self-isolation, the industry has also witnessed a spike in online visitation to resources such as <a href="https://www.urban.com.au/">urban.com.au</a>, with project websites and social media channels also growing in popularity.

We’ve also seen a greater demand for project brochures, floor plans and price lists to be made available online for purchasers to browse from the convenience and comfort of their homes. Similarly, many projects are looking to have showroom videos and 3D virtual tours of apartments created to upload online. This level of convenience has even stemmed to e-contracts, as individuals refrain from in-person interactions.

Shaping the future of the property market  </h2>

This technology has been available for a number of years but the uptake wasn’t there. The way agents and businesses have operated has been largely dictated by the way consumers behave and now that this behaviour has pivoted, a new way of operating is being explored. Prior to social distancing and new regulations, we continued to do what we had always done because it seemed to work but now we’re exploring how to be more efficient. The changes we’re currently witnessing would have come eventually but COVID-19 has inadvertently caused us to adopt them sooner; it has made us reflect on whether the way we do business is the smartest way. This isn’t exclusive to the property industry, with many industries forced to reconsider their ways of working. 

Take for example telemedicine - Australia has been slow to adopt this practice but amidst a pandemic, everything went digital. Why would we ever go back to in-person consultants for a script refill when it can be done online?

Only time will tell whether these changes will be short-lived or if as a collective, we will put a greater emphasis on technology and efficiency. But for the time being, the most important thing we can do is to support Australians and local businesses. Within our own business, we are working hand in hand to navigate this tough market with our partners and consultants. 

By remaining involved in advocacy groups such as the <a href="https://www.propertycouncil.com.au/">Property Council of Australia</a> and the UDIA, we can safely keep construction sites open to stimulate the economy and keep Australians in jobs, while ensuring <a href="https://www.urban.com.au/developments">developments</a> are progressing healthily through planning and construction. It is times like these you need to remain agile when the going gets tough - it will only make us stronger on the other side.
